ELT, electronic lien and title, is a program that is offered in several states in the US which allows for the electronic exchange of lien and title information with lienholders in place of a paper certificate of title. ELT was developed by the American Association of Motor Vehicle Administrators, which is a non-governmental agency that develops programs for the motor vehicle administration, as well as police and highway safety. The AAMVA maintains the National Motor Vehicle Title Information System (NMVTIS) which enables vehicle titling agencies to verify the information on a title with the issuing state’s electronic records in order to reduce vehicle theft and fraud. This system is available to all federal, state and local law enforcement, insurance agents, and dealers/auction companies.
